1. Race/Ethnicity – OIAA makes use of WSRDAC/M reporting standard for reporting race/ethnicity (Washington State Racial Disproportionality Advisory Committee/Modified). This means we have disaggregated and recombined the multi-racial category, so that multiracial American Indian/Alaska Native (AI/AN) and multiracial Black/African American children will appear in the larger AI/AN and Black categories. For reference on why and how we use this method, see OIAA’s report: Using Data in DCYF to Advance Racial Equity, 2021. https://www.dcyf.wa.gov/sites/default/files/pdf/reports/OIAAEquityData2021.pdf
2. Data source – Juvenile Rehabilitation Automated Client Tracking (ACT), July 2019-June 2024. Mental health need is identified using the Internalizing Disorder Screener in the GAIN-SS. A score of 1 or more was used as it suggests a need for mental health treatment (Dennis, M. L., Feeney, T., & Titus, J. C. (2013). Global Appraisal of Individual Needs–Short Screener (GAIN-SS): Administration and scoring manual, version 3. Bloomington,IL: Chestnut Health Systems.) RCI Rate – Average number of events of Room Confinement (RC) and Isolation (I) per 30 days of stay in Juvenile Rehabilitation secure facilities.
